Statement of Purpose
‘Action for Children' is one of UK's leading children's charities. We support the most vulnerable children, young people and their families so that they have the opportunity to reach their full potential.
The ‘Action for Children' Norfolk Independent Visitors Service (NIVS) in partnership with Norfolk Children's Services provides a high quality service that meets the requirements of the Children Act 1989, Paragraph 17 of Schedule 2. This places a duty on local authorities to appoint an Independent Visitor in respect of any child they are looking after if they believe communication between the child and his parents has been infrequent, or of poor quality and it would be in the child's best interests. In 2008, the Government extended this provision to all Looked After Children regardless of contact they have with their birth families. Norfolk County Council wants NIVS to target support to young people who are the most isolated.
NIVS aims to:
Recruit, train and supervise sufficient volunteers to provide Independent Visitors to eligible children and young people.
To arrange for Independent Visitors to visit, advise and befriend these children and young people and pay the reasonable expenses incurred in these visits.
Enhance the quality of life of eligible children and young people by promoting their developmental, social, emotional, educational, religious and cultural needs.
Independent Visitors will add to what the Child or Young Person already receives, aiming for the Child or Young Person's needs to be met more effectively and completely through complementing the services and relationships already provided to the Child or Young Person.
